In response to a Supreme Court directive mandating the time-bound relocation of stray dogs in urban areas to designated shelter homes, Delhi Mayor Sardar Raja Iqbal Singh on Monday said the Municipal Corporation of Delhi (MCD) is committed to implementing the order in a structured, humane, and effective manner.
Welcoming the decision, Singh stated, “The MCD respects and fully supports the Hon’ble Supreme Court’s decision. We are committed to ensuring all necessary steps are taken promptly and responsibly.”

He reaffirmed the civic body’s focus on residents’ safety while ensuring humane treatment for animals. “The well-being of the city’s residents remains our top priority,” the Mayor said. “At the same time, we recognize our responsibility towards the welfare of animals. Our aim is to strike a balance—ensuring public safety while providing safe, clean, and humane shelter facilities for stray animals.”
The MCD, he added, will work closely with relevant authorities and citizen groups to ensure a smooth relocation process, in strict adherence to animal welfare laws and the Apex Court’s guidelines.
Hailing the apex court’s directive, Singh described the decision as an opportunity and urged animal lovers to visit shelter homes, feed the animals, and help care for them. He said the MCD would work in collaboration with the Delhi government to ensure that animals find a permanent home in shelters where they are protected from cold, rain, and heat.
Singh also outlined recent steps taken by the civic agency, including the formation of a dedicated sub-committee to develop a comprehensive policy for establishing and managing dog shelter homes in Delhi. The agency is holding consultations and meetings with key stakeholders — including animal welfare organizations, veterinary experts, civic representatives, and legal advisors — to ensure a holistic and inclusive approach.
